Banks Fees for the Unemployed

Evidently unemployment checks, when they are supplied by banks, include somewhat large transaction fees. Cash-strapped states can cut costs through automatic payment, and in the process banks make millions from such everyday fees. But is that right? I don't think so, particularly since such money is available to banks for investment, the transaction fees are just a way for them to make money more easily. In Europe, such fees are relatively uncommon or nonexistent (see article here).
